Great ID! The only realistic option for a blue based Ukrainian uniform is BERKUT (or some other interior ministry formation), but I hadn't seen this pattern before. I have a blue colored TTsKO set and of course the Russian style blue tiger is well known.

It is quite interesting, eventhough the jackets of this type (camo pattern) were used by Ukrainian internal troops, including Berkut, the displayed label says that the particular item was manufactured in Moscow, Russia by the "Donprom" Joint Venture. Sounds a bit absurd.
