Found a nice infographic that shows the early Estonian field setup.

Re: New Versus Old Uniform and Kit
Nice! The pic says the 2011 boots were made in Slovenia. Interesting. I have a set from 2006 and I thought they were Estonian manufacture. Dang, now I have a crazy thought of trying to find the boots to confirm. If you saw the crawlspace I have to fit into to look for 'em you'd know what I mean

Aside from the cool camo and weapon optics, their 2011 setup is reminiscent of a late-90s US Army soldier. However, for a small Eastern European nation just 20-some years free from the poverty of the USSR, I'd say they are doing very well!
It's crazy to see beltkit still being used in this age of MOLLE straps and modular load-carriage platforms.

Interesting, they seem to admit using Russian supplied fabric. I think the very earliest uniforms were made entirely in Russia/Ukraine.

Re: New Versus Old Uniform and Kit
Buying the fabric from Russia makes sense. Good quality stuff at a good price and it theoretically makes for better neighborly ties. In reality, especially now, not a good choice. We'll see if they switch sources.
The helmets used today are Bundeswehr surplus. And by surplus, I mean straight out of Bundeswehr stocks with BW NATO control numbers on them. At least that is the case for the helmet I received from Estonia.

I personally hate this beltkit!
