From a Portuguese Captain who is here in Timor Leste, whom I see daily,
Brown is the colour of Portuguese regular Army troops, the horn means "Caçadores" (hunters) aka infantry and the number is the Regiment ( 5th Infantry Regiment)
The term "caçadores" was used in the colonies war (1961-1974) to designate infantry troops. Nowadays we don't use it anymore.
