I have a full brand new set in bag with instructions from the same German company. I also assumed it was Iraqi, but it didn't make sense that a German contractor would have been in the mix due to their opposition to the war.

Fortunately, I have a friend who works in Bahrain. I asked him to pass around the instructions amongst his Arab co-workers to see what they thought. They agreed it was a Palestinian or Jordanian version of Arabic. Since it is unlikely to be Palestinian, that makes Jordan the most probable country. Which makes much more sense to me than Iraqi.

Tamàs pointed me in the right direction:
The Saudi Arabian Armed Forces have been relying on the properties of the SafeguardTM 3002-A1 since 2006 (for the second time), and so do the Portuguese Air Force, the Danish Army and special units of the German and Austrian police. The SafeguardTM 2002-HP, a highly permeable two-piece protective suit with a high wearer comfort, was procured last year by the armed forces of Oman, Thailand, Malaysia and the Portuguese Marines.
