not sure if they are commercial, the top one looks similar to the indonesian spot pattern.
the bottom one might be from uruguay, it resembles their pattern a lot and i know they have some locally made versions of their uniform... just a guess...

That's certainly the way it looks, but the trouser pocket insides and the button thread don't appear to be dyed. And then there is that bright orange inside fly!

if there's polyester on the fabric the dye won't stick... i had a 32nd battalion set that was over dyed in the exact same colors and the pockets didn't...
