I'm not familiar with this one at all. Double headed eagles are often associated with Poland, Yugoslavia/Serbia, and Russia. But I do not recognize the oval crest design. I am going to take a wild guess that this is not a military badge.

I can see some wordings on the back of the patch, but can't make them out..maybe some one can read the wording!!
