what country is this?

hello all, first off, i wasnt sure where exactly to place this, so here it is anyway.

I came across this image and noticed the British S10 respirators but the troops are most certainly British, im not good with architecture and was wondering if anyone could identify this ciry, im assuming north america or canada from the vehicles and police officer to the left of th image, anyone know the building?

This is most certainly not Britain, though they do seem to be wearing S10 respirators. These pictures were taken at the "No Peace for the Warmakers" Rally & Demonstration in St Paul, Minnesota, on the John Ireland Bridge by the State Capitol between 5:00-6:00PM after the parade permit expired .

CS or CH Gas? Some of them look like FM12 Ressies.
