This is an early drop leg holster used by USSF. The buckles are ITW-NEXUS with a date of 1990. Not sure of the maker, but does look like an Eagle Industries. Back is stenciled with the number 178.
I will say this....drop leg holsters were not common in the US military during the late 80's or early 90's. During this time period, the USSF community would have been the only ones using drop leg holsters.
