"DB" is the abbreviation for Deutsche Bahn, the German National Railway. It is also a logo:
I don't know anything about DB uniforms, however in general the M43 was dropped from most organizations by the 1970s. I'd guess early 1960s for this example, based on the wool and construction. Also, Bamberger was quite prolific back in the 1950s and 1960s. Not sure how much so after.
