This isn't military related neither Bosnian Serb, its actually a civilian tractor license plate and Tuzla is majority of Bosniak population and is divided from the Bosna i Hercegovina Federation by Republika Srpska. Nice item, thanks for sharing.

Here are some licence plates that I acquired while in The Former Yugoslavia in 1993-94. The UNTAC plate came off a UN vehicle that had been shipped to Croatia from Cambodia.
