It looks a lot like an Eagle Industries pouches to me, but I cannot be sure. Check out their website or a reputable Eagle dealer site and see if all the details match. Eagle kit is made in USA. Not a military-issue item, but they are one of the more popular manufacturers and all manner of their kit is being used by US military personnel.
