    Found it!

    French Insigne du Blessé Militaire

    Awarded to members of the French Army or Navy who were wounded or invalided through wounds or illnesses caused by the 1st World War. I didn't see it at first in my book because only the ribbon is mentioned and not the medal.

    I saw it in Daniel Byrne's booklet "Collectors Handbook of Military Orders and Medals Of The Republic Of Vietnam", plate 16.

    Yeah, red stars on wreaths... pretty much a given that it's Communist of some sort.  Pretty safe start with that assumption and go from there.

    It's French. The SVN version has a 6 pointed red star and the stripes in the ribbon are green instead of blue. My book lists it as a WW1 wound medal, but the original version was a ribbon only award and the medal came out later according to it. Perhaps the medal was used as a wound medal for other wars besides WW1.
