Going on a hunch here, as I'm not overly familiar with pre-1970's items, but I suspect the poncho, or tarp, may be Danish.
The crown looks like the former Royal Danish stamp, and the look/font on the stamp looks period Danish.
FMI could be 'Forsvarets Materiel Intendantur', an early section of Danish MoD, who sourced and distributed materiel for the navy and army.
Furthermore, there was a Funen-based tailor company, now defunct, called 'Fionette', who supplied rainproof items like raincoats and tarpaulins for Danish police.
