I think it's a commercial one.

It was made in Ireland in the 1990s. Some were made in a very high quality Cotton Ventile cloth. This looks like Ventile even though the label says "polycotton" I would need to feel the cloth to be sure. The accuracy of the print reproduction was also very good. H.U.R. stands for Historical Uniforms Research. Most of their output was repro WW2 Waffen SS garments but he did some BDU type suits like the one shown.
