DPCU Waterproof Jacket - A new one on me

G'day Gentlemen,

I stumbled on the attached which  is an item of DPCU kit I have not seen before. Obviously genuine ADF issue judging by the labels, but  the TWO velcro name strips on the chest pockets seems strange? A  search of the NSN has revealed nothing. Does anyone have any information on what this is? Did it replace the GORETEX rain jacket that in turn replaced the PVC Japarra?
