They appear to be RDF cut ERDL trousers.
The rear reinforcement stands out as different from common RDF ERDL trousers..
Propper produced RDF ERDL cut trousers during the early '80, at the same time early M81 BDU were in production ( with similar butt reinforcement ).
The Contract numbers have been obscured, but I bet that if you look at label with a black light, they would be just that: Early '80s production.

I think its the interim pattern they had between ERDL and the final woodland pattern.
There's a load of info here after a quick google, as to the accuracy or reliability of it I don't know but seems a sound enough starting point.

The size tag says Medium Regular but the waist size numbers are 35-38 instead of the usual 31-35 which is odd also.

Very nice. These are actually difficult to find in decent condition compared to the jackets. I remember in the late 1980s seeing piles of these in surplus shops after BDU production was in full swing.
