Not exactly sure of this helmet but gathered its a Dutch re issue of a WW2 MKIII British Turtle Helmet-post war im guessing??

P.T.T. stands for Post. Telegraaf. Telefoon. Roughly the Dutch counterpart of the Royal British Mail.
E.H.B.O stands for eerste hulp bij ongelukken. Rouhly translated "first aid with accidents".
