It's a beret of 3rd Bn PARA COMMANDO after it reformed in the '60s. They served in Rwanda just before the genocide(where 10 soldiers were killed defending the Rwandan president).

The 10 killed soldiers were from 2 Commando under UN mandate - NOT from 3 Para.
