This looks like the older style Kepi Blanc for the Légion étrangère, I believe Officers today still use this same style, while enlisted has long since gone to just a plain white kepi instead of a cover over the red and blue.

To be honest,no ideas.
This is how i bought it quite a few years ago and only just found it in one of my many boxes of stuff.
Cover is dated 1952 but no ideas about the age of the Kepi itself.
