I've seen a similar suit at Ciney Militaria Expo in Belgium.
The guy who sold it only had Russian/Soviet equipment, but I think it's civilian.

This is a US ARMY issue Insect Repellent Jacket from the early '80s , they where meant to be worn under the uniform to give some protection against insect bites.
I own one from 1981 , i need to search for it , but i have a photo of the label
