wow Vitalis that is an amazing set ... I envy you for a few of those patches ... the top left hand side peacekeeper patches as well as the plastic on felt Airmobile forces patches. I am lookign for those for ages now but can't really find any anywhere ...

As we all crave for learning the truth, any argumented corrections are welcomed.

In this particular case you are right,
БРИГАДА ОСОБЛИВОГО ПРИЗНАЧЕННЯ = RADIO AND ELECTRONIC INTELLIGENCE BRIGADE (actually, one can see head-phones on the globe and emblem of communications troops on the top).

However, in general, the words "особый" and "специальный" can both be translated as "special".

особый = special; particular; specific; separate; different
специальный = special; specific; specialized
