Very nice helmet, looks like the right chinstrap was replaced by a leather one, maybe from another type of military helmet but I can't recognize it.
I don't speak the language, but given the context, HV should stand for Hrvatska Vojska, Croatian Army, and the bottom looks to say "Strukla", which might refer to štruklji, a popular Croatian dish, maybe his nickname?
In any case a very nice find, I love personalized helmets like that!
