I agree, looks WarsawPact to me, or civil service, could be Hungarian, regardless, most likely early Cold War era, 1950’s or early 60’s. Stamps, if any present, may help.

DDR. Carrying bag for the rescue/recovery rope (Fangleine/Feuerwehrleine) used by firemen. Several variants and colours, look like probably an older example.
