The chevrons look to be Italian, but I don't know anything else about the coat.

Looks to me like it could be a Carabinieri ( Italian police ) parade or official functions dress uniform.
The chevrons look Italian; flaming bomb is a Carabinieri insignia , but have seen similar insignia used by the French army as well..
