Australians have a similar garment - essentially a Auscam 'Drizabone' (heavy waxed cotton with plaid flannel lining). Usually worn to prevent static from igniting POL fumes.

Hi Mate unsure usually its only on issue to specific troops then handed in on departure very well made and much better then general issue soldier 95 wet weather kit so would be sort after.
