Gore-Tex Fleece-type Jacket

Came across this fleece-type jacket today. The tag is marked "Gore-tex" which is odd since this doesnt seem to be a water resistant type uniform. Im thinking it may be a Gortex jacket liner? Any ideas? Everything ive searched has come up that this is a Portugal item....

The label states that its 100% Polyester made. Its a gore-tex jacket liner.

This liner jacket has inner Gore-Tex membrane layer of polyester.

Gore-Tex materials are typically based on thermo-mechanically expanded PTFE and other fluoropolymer products. They are used in a wide variety of applications such as high-performance fabrics, medical implants, filter media, insulation for wires and cables, gaskets, and sealants. However, Gore-Tex fabric is best known for its use in protective, yet breathable, rainwear.

The simplest sort of rain wear is a two layer sandwich. The outer layer is typically woven nylon or polyester and provides strength. The inner one is polyurethane (abbreviated: PU), and provides water resistance, at the cost of breathability.
