Just got one of those jackets myself,seems good,very lightweight,thin material but seems very very noisy compared to my USAF APECS Jacket/Parka.

The desert Gore-Tex set is actually a piece of gear that is issued through CTAP/UIF to Marines and attached Navy personnel before they deploy to Afghanistan, just like the "happy suit", knee pads, FROG gear, etc.... The Marine Corps used to be fairly bad about getting the items back from Marines once they returned so many of them ended up on the secondary market but they are getting better about recovering them so they will become harder to find as time goes on. Also once Marines stop deploying to Afghanistan the gear will stop getting issued and will be stored for later use.
