Unknown possibly Netherlands Engineer Blouse? Empty Unknown possibly Netherlands Engineer Blouse?

Hi, I need some help with this one. I've had it several years and just found it again. I think it might be Netherlands Engineers from the 1950s, but I could use some confirmation or otherwise, especially the unusual epaulettes. It doesn't have much in the way of tags or stencils. I think it may be tailor made. It has a makers tag that says "De Nierse" and a size tag in the collar. It is cut in an Eisenhower fashion. It has on each sleeve shoulder a tab that reads "PIONIER". The left sleeve features a black and white chevron. The epaullette slip-ons are two white whales sewn facing each other on blue cloth which is sewn on yellow felt. Any help would be greatly appreciated.Unknown possibly Netherlands Engineer Blouse? Img_2010Unknown possibly Netherlands Engineer Blouse? Img_2117Unknown possibly Netherlands Engineer Blouse?
