I'm going to say that it's almost for sure Dutch 30th Territorial Reserve Battalion. It's a Dutch lion embracing a map of the Netherlands. Notice the black portion of the southern portion of the map. That is the territory of the 30th Territorial Reserve Battalion. I don't think that's a coincidence

The dimensions and velcro also show that it is a Dutch insignia worn on the chest of the field uniform.
