You can see quite clearly that the uniforms are in transition from the earlier, more colorful TTsKO derivative, to the type used until the digital pattern came into being. You can also see lots of badging. Another film, taken in 1995/96, shows badging appearing on the right arm as well as the left.
Lots of views of the nearly 100% Soviet equipment still in use. Some of the recruits and even some apparently in active service wear Soviet camouflage uniforms. In one sequence you can see them wearing what appears to be the "Afghan" uniforms with Estonian badging.
I think this gives us a pretty good sense of what was happening with uniforms around this time.
