The MM-14 uniform on the first pic (it was made in April 23, 2015) actually looks unusually bright, but I have to put your attention to several peculiarities.
Similarly looking colours shows the uniform of Andriy Lysenko, who was the speaker of the following structures:
Command of Anti-Terrosist Operation (ATO) (November 2014 — March 2015 р.),
Administration of the President on the matters of ATO (March 2015 — September 2016), and,
Ministry of Defence on the matters of ATO (September 2016 — December 2017).

Also Konstantin Lesnik was not an active member of the Ukrainian Armed Forces, he was developer of camouflage patterns and uniforms for Ukraine, and he was a member of volunteers work group with the Ukrainian MoD (the so-called "Волонтёрский десант" - "Volunteers landing party")...
So he might use the fabric with colors that differ from most uniforms seen on the Ukrainian military personnel.
Some uniform manufacturers in Ukraine produce the fabric,which has slight differences in color from the other manufacturers.
This is not only a Ukrainian peculiarity, as we all know, the Austrian uniform have wide variaty of colors due to multiple different manufacturers.
As one can see form the pics of Andriy Lysenko above, his uniform has different colour shades due to different sources of artificial light...

Concerning the commercial "Flecktarn" garment by "Brotherhood", I have to say that after trials of Flecktarn for the Ukrainian Ministry of Internal Affairs (2013) it was not adopted as an official camouflage.
The National Guard of Ukraine uses olive green and dark blue uniforms, while police uniform is black now.
But Flecktarn is popular among hunters and fishermen, so this version of spotty camouflage is produced and sold in Ukraine.
