Dutch or Belgian? Empty Dutch or Belgian?

So I just bought this pouch, top row, 2nd from left, for wirecutters, and I'm not sure what to make of some features of it.
It's construction is a similar shape to the Dutch wirecutter pouches, except that it only has a beltloop and an actual closing flap.
It is Tawo marked, so that would say Belgian, but did any Belgian gear ever use the Dutch "Knip hier" lift-the-dots?

I would say Belgian for 99% sure. Remember that Belgian shovel carriers use LTD fasteners, although maybe not marked KNIP HIER. The magazine belts may use them though. I do not recall seeing any Dutch gear made by TAWO.

Yeah I'm leaning towards ABL too, as like you say there's no proof of Tawo stuff popping up in Dutch service, but the Knip Hier LTD throws me off, I don't think I've seen those on Belgian gear before
