Never seen anything like that before, but it definitely strikes me as one of the weird Balkan War era homebrew creations. TTsKO-like patterns were used, particularly by Croatia, and the colors of those trousers also just happen to be a pretty perfect match for the JNA M68 MOL "Branch" camouflage pattern.
