It is modified DCU, which is common for special operation soldiers. The Velcro is for name tapes so soldier could put them on or just take them off. It might could be SF.

I'd say a VERY good chance of being SF used. Like Merc said, the velcro name tapes were so the soldier could easily remove his name tape. From what I understand, the MP guys did this as well, but not 100% sure if they would have had modified DCU's.

I think black velcro was a Ranger 'thing' - our mate Eric had one on Ebay not that long ago with addition of black velcro on the sleeve pockets and flag patches as well
