Yup, That's the Comman at Sea badge. Any officer who commands or has commanded a ship is authorized. If currently in command, it is worn on the right breast above the pocket(above the ribbons on dress). If they are a past commander, it is worn on the left breast pocket flap. These are for large ships only.. Smaller craft have thier own badges for both officers and enlisted men. (Small Craft Command badge)
Nice uniform Merc. I bet it was made during the war. I've had them where you could see where they kept adding stripes as they advanced. Very cool LCDR uniform!!!
