1999 Hellweg vest

I'm only really interested in uniforms so anyone got any information on this 1999 issue Hellweg vest I found? It came with the mag pouch attached to the large velcro portion. That mag pouch was painted black (originally DPCU). Not sure if the pouch goes with the vest. One of the pouches on the mag pouch is removable. Weird.

this is my One , i believe this vest was issued for SF boating team . but i only have one photos shown SASR wear that in ' Tampa affair " in August 2001 , Does anyone have more ??

and snap button on the velrco part, i believe it's for Holster, because my hand painted holster used by 4RAR, which have a similar design snap on the back side of the holster , so i blieve it's possible able to attach on this vest, but because the holster was custom modify it , so i can't try it on .
