I have only seen ONE set of Latvian digital camo in collector hands out the literally hundreds of sites I have visited. I too would LOVE to source a set of this stuff.

Good luck with the Estonian. I've never seen any on eBay and a guy I know in Estonia, with connections in the military, hasn't been able to get me any of the desert uniforms (either type). He did get me a ton of the pre-digital stuff, but he said the desert stuff is carefully controlled. This is also high up on my wish list.

I've had two Latvian desert sets from two different sources, so I know it's possible to get. Both were pretty beat and they certainly don't come up frequently.

UAE should be possible to get through a Chinese contact or eBay if you're patient.
