Very unusual piece Rich, I used to own a RN ( which was blue of course ) version of this FW Jacket, with a very similiar hood configuration.
Can't say I've this type before personally, but I bet someone here will have more detailed info.

Extremely well padded indeed but totally unwearable with it either up or down
