In the absence of markings or tags it's hard to say but a few things come to mind ...
a. It is an unusual design as in chest rigs usually have the straps cross over at the rear rather than have an integral 'H' harness.
b. I have seen other 'experimental' pre-PLCE items (incl. a magazine carrying waistcoat), unfortunately, I cannot recall if they were marked/tagged as such.
My guess is that it's a commercial item, a copy taking advantage of the success of the initial Arktis 42 and 45 chest rigs - not that it excludes this from having been used operationally ...

The first item is an early "Protac" chest rig made here in Ireland.Circa 1995.
