I would bet this pouch due to the arrangement of the cords would be for something like binoculars or laser designator or something in the electronic equipment range. But seriously is the first time i see one like it.

I have a brand new one of these and I believe they are mortar/grenade related as mine has a plastic insert in the base with circular cut-outs.
Looks like a grenade or small calibre mortar would fit.
