The translation is Bulgarian, and it says "Valiant Pazardjik". Pazardjik is a municipality in Bulgaria. Perhaps the former owner was from there?
But the mag was made at Ishvek, which is definitely Russian. That makes me wonder, does Bulgaria buy their AKs from Russia, or do they have facilities to produce their own domestically?

This mag could have been used by a Bulgarian mercenary in any conflict in the past 30+ years.
