It's early Ukrainian winter uniform hat. Generally, this is officer's hat - it is made of genuine sheep fur. Badge as early Ukrainian - metal. All modern are plastics. Most likely, the hat did not belong to the ordinary soldier - they have caps of artificial fur. This hat belonged to sergeant (or other junior commanders, not officers).
It would be nice to see the hat from the inside. To identify such hats always look for a stamp inside.
