Yup, all pieces are Polizei Niedersachsen. What you have is:
1. Römer type riot helmet. This was the standard type until, IIRC, the early 1990s when it was replaced by the Schuberth type.
2. "Gummi" type winter fake fur cap. The vinyl is HIGHLY unstable and flakes apart. Yours is damned good compared to most.
3. Female service hat. I don't remember if in the late 1980s it was worn for specific duties or in lieu of the peaked cap.
