I am not aware of an actual Issued uniform in this pattern , these have been seen in use in the last Georgian conflict .

More often than not, it is a commercially produced pattern privately purchased by soldiers with their own money. Given the information I have been able to find, it is a legitimately used pattern, though. It has also been seen on Serbian military police units.
