I would say some sort of 'puggaree' i.e. hat band for a wool felt hat (like a slouch hat). I'm thinking Indo-Pakistani or Nepalese

Yep Transkei SF circa 1983 when Selous Scout Reid Daly and lots of ex scouts were advisors to Transkei
