Yup. SAF. I have an identical one with that weird, shiny nylon. Check underneath the buttpack (between buttpack and padding) for the issue label.

The Ammo pouch was available in the New Zealand surplus market in the early 90s for a while. I had some for a while as they fitted the Steyr AUG mags. Never saw a vest until I went to Singapore and saw them for sale with some street markets.
