Google image search gives a result showing a Hungarian M1949 shelter half with camo that matches this and given the varying shades and construction of this jacket/shirt I wouldn't be surprised if its constructed from old offcuts of shelter halves.

Definitely Hungarian cloth, most likely 1949M shelter quarter. Construction looks very good, but it is "simple". Maybe someone made a bunch of work uniforms?
As an aside, I have a 4 pocket tunic in 1949M fabric with liner and camouflaged buttons. It was obviously tailor made for someone, but no ideas beyond that.

100% from Hungary. Looks like either work-uniform or recycled from fabric as Steve mentioned.

A few comments about work uniforms. They tend to have minimal pockets that either have no flaps or flaps without buttons. Not always, of course, but if you see that sort of pocket arrangement then it's more likely a work uniform.
