So I just bought this unused set of the vest, pouches and the weird plastic screws, but I have just a few photos that show the vest in actual use,
and in most of them the configuration of the pouches is either obscured by something (arms, weapon, other person) or the photoquality is just so
bad that differentiating between types of pouches on the vest is impossible.

Also, I'm not sure what the wear-out period of these vests was, until what year they appeared in use, and if I can correctly hang it on a DPCU uniform
in the late cut with the zippered pockets, or not.

According to the ADF Collector (whom is a private collector, and therefore all info should be viewed with skepticism, these vests were issued around the 2002-2003 period. And for what it's worth, from what I have observed in photos, this seems to bear true (despite my reservations, I routinely consult his website for Aussie kit). At the very least, his reference pictures will give you an idea on how to set the vest up:

So, would it have been issued with the Land 125 uniform... maybe? Probably not, if the trooper could get his hands on anything else!

I was in East Timor in 2000 and these were in use with some of the Aussie units. They used cable ties to mount the pouches.

Yes, these were issued to the ADF for the Interfet deployment in 2000.  Not everyone wore them though, many preferring their familiar rigs.
In typical Army fashion, the green screws were hard to come by, and so black cable ties were used as an interim to affix pouches on, but you had to be careful cutting off the excess length and make sure the end cuts were 'rounded'.

They weren't popular and were soon relegated to storage or given to Reservist 'Rapid Response Force' personnel back in Australia.  In that respect you could display it with the zippered Land-125 DPCU as they came in about 2004.  By that time, many of the RAR infantry who were issued the vest for Timor had binned them for something better. IIRC they soldiered on in the RRF capacity until about 2011(?). One Quey bloke I knew remembers having to shred and bin them about that time, and a service-wide signal later came out stating that they were no longer to be worn under any circumstance.

Your vest was probably made by Combat Clothing Australia (CCA) based in Southport, Queensland.  They made a lot of commercial Auscam items but also snagged some nice govt contracts of which this is obviously one.

Typical vest layout would be two Steyr magazine pouches on the non-Master side (smaller pouches with clips); and the larger Minimi pouch on the Master side - everything else would be to individual discretion.

    Hope this helps.
