The second number corresponds with the wearer's height. You are right that it's a large variety of sizes!
Commonly seen sizes range from 2 through 6; but may run as high as 8 (200cm) for those really tall guys. However, I have personally only seen between sizes 2 through 6.
2: up to 164cm
3: up to 170cm
4: up to 176cm
5: up to 182cm
6: up to 188cm
So, a size 48-3 jacket would fit someone who is ~170cm tall with a 38" chest.
Trouser sizes correspond with height/chest measurements based on what's seen as a waist size proportional to the height/chest measurement. This can lead to some amusing size combinations. A friend of mine once had a uniform in size 56-2; that'd be one short and
squatty, erm, "portly" soldier!
So, 48-3 trousers will have a waist and length relevant to someone who's 170cm tall with a 38" chest, usually about 30 or 32 inches.
However, the stamps aren't absolute. Some sizes fit differently than others and can vary between manufacturers... a uniform in size 50-3 from factory 1 may fit like the 48-3 from factory 2. I use those examples because I have two uniforms in those sizes that illustrate this.
