Gilles, this is the later model, used in the second Chechen conflict and forward, 1999+.
The fabric is denser with a higher poly ratio and sprayed with something to make it water repellent.

There were several pieces of webbing made in the above patterns over the years, beginning with the Storm-1 vest in 1995, lightweight and highly adjustable with a large storage capacity:
